Advertise Call to Artists 

Determine number of poles for Phase 1 and choose poles

Collect supplies through artists, community support, donations, sponsorships

Submission of art by each artist

Answer questions in follow up meeting

Committee chooses artists, paintings, and poles to be used

Waiver of Liability signed by all participants

Plan submitted to WREC for final approval
